What the inspection found

Upon inspection, the condensate drain line was found to be clogged, preventing proper water drainage. That single fault explains both symptoms. A frost-free refrigerator periodically defrosts its evaporator coil, and the resulting condensate water is supposed to run down the condensate drain line and away to an evaporation tray. When that drain line clogs, the water has nowhere to go. It backs up and accumulates, and near the cold of the freezer it freezes into the sheet of ice on the freezer floor that the customer saw. As more water accumulates and overflows, it leaks out the front onto the floor, which is the leak they noticed. So the clogged condensate drain is the root cause: it produces both the ice buildup inside and the water leaking out front.
